Harris Names New Vice Presidents of Government Relations, Community Affairs and Community Investments
Harris expands its Community Affairs and Economic Development group with three key new appointments
CHICAGO, May 14 – Harris is pleased to announce that Judith C. Rice has been named vice president and director, Government Relations, Bradford Ballast has been named vice president and managing director, Community Affairs and Carl Jenkins has been named vice president and director, Community Investments. Rice, Ballast and Jenkins will report to Yasmin Bates, executive vice president, Community Affairs and Economic Development.
In her newly created role, Rice will have responsibility for managing the bank's relations with government, institutional clients and community organizations. Rice most recently served as Richard M. Daley’s Deputy Chief of Staff for Economic Development and prior to that served as City Treasurer. A former assistant state's attorney, Rice joined the City in 1989 as an assistant corporation counsel. She moved to the Revenue Department in 1990 and served as its director from 1993 to 1995. She was commissioner of the Department of Water from 1996 to 1999 and Commissioner of the Department of Transportation from 1999 to 2000, when Daley named her City Treasurer. She was elected to a full term as City Treasurer in 2003, resigning last year to join the Mayor's staff. Rice has a bachelor’s degree in communication from Loyola University Chicago and a law degree from John Marshall Law School.
In his role, Ballast will have responsibility for directing and managing the bank's philanthropic activities in the communities Harris serves. Ballast most recently was the senior vice president and director of Corporate Contributions for LaSalle Bank. He spent 10 years at LaSalle Bank and also served as vice president, Marketing and Communications and vice p resident and associate director of Community Affairs. Previously, he spent five years at Harris as an assistant vice president of the middle market division in Harris' Business banking group and he was a credit review officer in the Credit Division. Ballast has a bachelor's degree from Hope College in Michigan and a master's of business administration from Michigan State University.
In his newly created role, Jenkins will have responsibility for charting the direction and managing the growth of Harris' Community Development Investment portfolio. Jenkins has been with Harris for more than seven years and most recently served as relationship manager, Real Estate and Construction for BMO Capital Markets, Harris' Corporate and Investment banking affiliate. Jenkins started his career in 1986 as an architect and in 1992 joined the Local Initiatives Support Corporation (LISC). In 1994, he was promoted to program director for the Northwest Indiana LISC program. He was later promoted to the program director of local strategies for the national office. He joined Harris in 2000 as vice president, Community Development Lending. Jenkins has bachelor's degree in architecture from Washington University and a master's of business administration from the Kenan-Flagler School of Business at the University of North Carolina.
